Neither half files anything on your behalf and neither determines your legal position. They assemble evidence and show the reasoning; the decision, and the responsibility for it, stay with you.
Why one product
A packaging file needs to know what the packaging is made of. A materials answer is worth more when it carries the conformity consequence. Keeping them as two doors made a customer choose between halves of the same question.
